This is one of those shots that I am at odds with myself and how I'm viewing it. My first thought was what did you want to show us. I'm thinking the red structures in the foreground where the boats would normally slide in to dock. At the same time you appear to want us to see the wonderfully stormy cloud formations in the background. The middle ground appears to be your anchor point to the whole thing.
The problem I'm having is my eyes wanting to stay on one or the other, but not move through the photo. In other words, I have to force my eyes to move from one or the other, rather than my view flowing from front to back.
It's almost like you have two photos with two subject. I can see a workable crop taking place just above the tallest pier post in the foreground and creating a photo with emphasis on the cloud formations. That same crop would almost make another photo placing emphasis on the pilings and the red structures.
Does that make sense to you?

Doug - I had the same problems with this photo that you did. I didn't really love any of the crop variations I looked at so I just threw the whole image up there. In hind sight I probably should have kept working on it until I really liked it or else just moved on to something else.
